California Property Tax Appeals


As a property tax lawyer for over twelve years, I have represented a wide variety of California taxpayers throughout the state and have helped them to substantially reduce their taxes.  My Firm's mission is to provide superior service by combining extensive tax knowledge with skilled advocacy. 

Many property tax cases can be resolved through negotiations with the Assessor or State Board of Equalization.  For this reason, I have developed positive relationships with many Assessors and with the State Board.  But you also need someone who is ready and able to successfully litigate your case if an agreement cannot be reached.

I have a proven track record of success in litigating property tax disputes before Assessment Appeals Boards, Superior Courts, and the Courts of Appeal.  I also handle cases in which taxpayers are challenging their business license tax, documentary transfer tax, or sales tax assessments.

My clients own property throughout California, including Los Angeles County, Orange County, San Diego County, Sacramento County, Alameda County, Santa Clara County, and the City and County of San Francisco.  And my clients are owners of many types of property, such as office buildings, power plants, research and development facilities, golf courses, hospitals, hotels, motels, nursing homes, assisted living facilities, possessory interests, and many other types of property.

In addition to California property tax, I also counsel and litigate on behalf of clients regarding sales tax, documentary transfer tax, and business license tax matters.  I also litigate contract, identity theft, and other disputes.

In 1997, I graduated from Southwestern University School of Law with a Juris Doctor degree, cum laude, from Southwestern University School of Law where I was a member of the Southwestern Law Review, a recipient of the American Jurisprudence Book Award in Contracts, and a Dean's Scholar.

After law school, I joined the highly regarded, established law firm of Rodi, Pollock, Pettker, Galbraith & Cahill, becoming a Principal of the firm in 2006.  In 2007, I left Rodi Pollock to join a new property tax law firm, Cahill Davis & O'Neall.  In 2008, I opened my own firm in Pasadena, California.

I regularly speak to groups of attorneys, property tax managers, and accountants regarding property tax issues such as how to successfully appeal assessments, how to avoid reassessments through estate planning, and property tax change in ownership issues.  I am also a frequent speaker to and a member of the Institute for Professionals in Taxation (IPT).
